Andorra’s current challenge is focused on achieving a delicate balance between maintaining social well-being, ecosystem functions, and economic development, while managing complex structural components such as population growth and the associated dependencies. In addition, the small-scale nature of the environment means that variables are highly interdependent, which inherently makes the development of analytical and robust future scenarios complex.
To address this issue, the initiative “Data and Voices to Build Desirable Futures in Andorra” has been designed with the mission of co-creating and visualizing, with the support of technological tools, desirable futures for the Andorran population.
The project builds on previous work aimed at assessing the diversity of contributions from all Andorran stakeholders: public institutions, businesses and entrepreneurs, civil society, and the academic and research community. Each of these actors contributes essential knowledge, capabilities, and lived experience to the collective construction of the country’s future.
In this regard, the results of participatory processes such as “Andorra Challenges of the Future” and “Shaping Andorra's Future” are used. Data linked to projects with broader perspectives is being incorporated, such as the Study of Climate Change Vulnerabilities and Impacts in Andorra (EVICC), as well as technological resources related to data visualization developed by AR+I and the MIT Media Lab.
The project is structured in three phases:
- Participatory and scientific diagnosis: The objective of this phase is to analyse the results obtained during “Andorra Challenges of the Future” and “Let’s Trace the Future of Andorra” in order to identify and select themes considered important by the Andorran population for the future. Building on the outcomes of these participatory processes, a selection of particularly consensual themes will be made to help define desirable futures aligned with societal priorities. This phase will be complemented by the collection of data related to the selected themes (from projects such as EVICC).
- Best practices and literature:Based on the priority themes identified, this phase develops a structured research approach to incorporate validated knowledge and relevant experiences that can guide the construction of desirable futures for Andorra.This phase includes:
- International comparative analysis of policies and strategies implemented in other countries, identifying innovative approaches and proven results.
- Review of specialised and foresight literature to detect emerging trends, conceptual frameworks, and global challenges with potential impacts on Andorra’s future.
- Adaptation to the Andorran case, tailoring best practices and international benchmarks to the country’s territorial, demographic, economic, and institutional context.
- Definition of a knowledge framework that will serve as the basis for the development and visualisation of scenarios.
- Recommendations and visualisation:This phase will include an analysis of how the selected approaches could be implemented, what concrete form they would take in the country, and what contextual adjustments would be necessary to ensure that the model is realistic, viable, and aligned with the specific characteristics of the territory.Once the best practices and relevant literature for each theme have been identified, the most suitable model or approach will be selected to be visualised and developed as a desirable future for Andorra. Based on this selection, a visualisation adapted to the Andorran context will be developed, incorporating all the nuances, constraints, and insights obtained in the previous phase.
This initiative has been commissioned and led by the Ministry of Presidency, Economy, Labour and Housing, and was proposed in October 2025.
