Analysis of public policy

Public policy analysis (PPP) is an indispensable practice in democracies, important for the continuous improvement of administrations and fundamental for citizens so that they can evaluate government action. In Andorra, until now, there is a practically absolute deficit in this matter, linked to a lack of a culture of evaluation, as was evident in the initiative Andorra: challenges of the future, where the lack of evaluation of public policies it was perceived, in a transversal and widespread way, as one of the main weaknesses of the country and as one of the unavoidable challenges that must be faced.

From Andorra Research + Innovation we intend to contribute to alleviate this deficit in two different ways: by providing data (from different projects) that facilitate the analysis of public policies by the same administrations or third parties and by analyzing directly and comprehensively some public policies selected for their relevance.

The PPP focuses, among other things, on analyzing:

  • the needs that have motivated the generation of policies (what problem are you trying to solve?)
  • the goals being pursued
  • the introduction of the need and the policy that is intended to be applied in the political agenda
  • the different existing alternatives to the proposed policy
  • the phases during which the policy is developed
  • the network of actors involved as well as the dynamics of interaction (conflict, cooperation, etc.), which are established between them
  • the policy implementation
  • the evaluation of that policy in relation, above all, to the objectives set

The first public policy that will be analyzed in a monographic way in the framework of this project is the Andorran pursue of an association with the EU.
